Why owners move now: LL48 and LL51
Two 2025 local laws make sidewalk sheds without repair work expensive. Here are the rates and milestones, with the official sources.
Sheds without work start to cost money
Two 2025 local laws took effect on Jan 12, 2026; the Department of Buildings' rule (1 RCNY 102-07) has applied since Aug 13, 2026, and the Department of Buildings expects to begin imposing penalties in early 2027 (NYC Mayor's Office, Aug 20, 2026). On the list we show each building's exposure as an estimate - never as a fine that is due.
Local Law 48 of 2025 - sheds without work
From the second renewal of a shed permit issued after Jan 12, 2026, each renewal requires work on the condition; for every month without work in progress the owner may be liable, per linear foot of shed (Admin Code § 28-220.1):
| Shed in place | Penalty per foot and month without work |
|---|---|
| less than 3 years | $10 |
| 3 to 4 years | $100 |
| 4 years or more | $200, capped at $6,000 per month |
Not for one- or two-family homes or sheds for new building, enlargement or demolition work. Hardship and access reasons can be documented by the design professional.
Local Law 51 of 2025 - repair milestones
Where the first shed permit was issued on or after Jan 12, 2026, the owner must meet three milestones counted from that permit (Admin Code § 28-220.2.1; amounts per 1 RCNY 102-07):
| Milestone after the first shed permit | One-time penalty |
|---|---|
| complete construction documents within 5 months | $5,000 |
| complete repair permit application within 8 months | $10,000 |
| repairs completed within 2 years | $20,000 |
Extensions are possible on request (with a contract and timeline). 30 open cases on our list fall under these milestones today; we show the dates per building.
